ICM log shows "No service for protocol HTTPS/HTTP started"

If you see the following error in the ICM log then the ICM configuration is incomplete.

In order to have web service communication enabled, you must have SMICM set up correctly and have the required SAP profile parameters set. This needs a server restart.
